Maritime New Zealand Rule 91.4, requires all paddle boarders to have a recognised PFD with a minimum 50kn of floatation.

Buoyancy aids providing only 50 N of force should only be used in sheltered waters when help is close at hand. They are not guaranteed to turn a person from a face-down position in the water.
